Human Rights Outcomes Tracking for NGOs
Non-Governmental Organisations (NGOs) play an important role in holding Governments to account on
their human rights obligations.
One of the ways in which they do this is by submitting reports to United Nations (UN) human rights bodies.
The outcomes they achieve can be difficult to measure, as is the case in any multi-causal environment,
and in many types of human rights advocacy work.
However, one simple way to measure whether these NGO reports achieve a positive outcome
is to assess whether content and recommendations from NGO reports are reflected in the
recommendations made by the relevant UN human rights body in their report.
The software required would identify where NGO content and recommendations are reflected in UN reports. There are broadly two types of match:

Specific match: sometimes there is quite a close correlation, in which case a "find match" type query could be used, perhaps similar to plagiarism software.

General match: in other cases though, the issues and recommendations are reflected but the language is
quite different.
This needs to be a more `intelligent' query, perhaps using suggested alternate words.
The software should provide a draft report to the user who can then decide whether it has made the correct matches.
Ideally specific and general matches would receive a weighting so that an overall
score could be allocated to each report.
The software could be made available to NGOs and so should be intuitive and user-friendly.
